Downloaded this app and gave it a few minutes as more time isn't necessary. Doesn't increase speed, if anything made it slower.
Sorry to hear you're having trouble getting the app to work. Did you try clearing your browser cache before testing the difference in loading speed?

I tried the app, but unfortunately I didn't see any noticeable change in speed. However it messed with my script that required the user to accept terms and conditions on the cart page, so I ended up uninstalling the app.

The checkout page appears to load faster which is very important for a good website user experience in the last step to make a sale.
