The PushOwl app is fantastic. It's incredibly easy to set up campaigns, segment specific audiences, and gather analytics to improve your strategy. Their customer support is top notch as well (shout out to Lúcio for going above and beyond expectations). I definitely recommend app for desktop push notifications.
