I was looking for a very nuanced way to configure shipping costs and was able to find a great solution with Shipeasy. There is a bit of a learning curve for setup, but the app is very well documented and support is fantastic. A support agent named Darkesh spent a good bit of time with me, holding my hand through setup, logging into my shop and answering questions. Very highly recommended app and company.
